Federal Government Security Regulatory Requirements


This section of the NGFA/GEAPS Facility Security Web Site contains information on federal government security-related regulations issued by the U.S. Food and Drug Administration, U.S. Department of Agriculture, U.S. Department of Homeland Security, U.S. Coast Guard and U.S. Department of Transportation. Federal Laws

For your background information, this section contains the text of the Bioterrorism Act of 2002 and the Maritime Transportation Security Act of 2002 passed by Congress that mandated many of the security requirements subsequently implemented by federal agencies. 

 

U.S. Food and Drug Administration

This section contains information on the four sets of regulations issued by the U.S. Food and Drug Administration to implement the requirements of the Bioterrorism Act enacted by Congress in 2002.

U.S. Department of Homeland Security

This section contains information on two major sets of regulations issued by the U.S. Department of Homeland Security (DHS):

  • Chemical Facility Anti-Terrorism Standards that apply to grain handling, feed manufacturing, grain processors and farm supply retailers that “possess or come into possession” of DHS “chemicals of interest” at quantities that exceed specified threshold trigger levels.
  • Transportation Worker Identification Credential (TWIC) final regulations that apply to designated secure areas of vessels and maritime facilities, including at grain elevators operating at U.S. ports. 


U.S. Department of Agriculture/Commodity Credit Corporation

This section contains information on the bioterrorism-related requirements implemented for grain-handling facilities by the U.S. Department of Agriculture (USDA) and Commodity Credit Corporation (CCC).
