This section contains information on the bioterrorism-related
requirements implemented for grain handling facilities by the
U.S. Department of Agriculture (USDA) and Commodity Credit Corporation
(CCC).
On Sept. 1, 2004, USDA/CCC issued an amendment to the Uniform
Grain and Rice Storage Agreement (UGRSA) contract requiring that
grain warehouses operating under the contract conduct a facility
vulnerability assessment and implement a facility security plan.
Specifically, Amendment 1 to the UGRSA added a new “security
plan” section to Part III of the contract, which addresses
the warehouse operator’s contractual responsibilities to
CCC. The amendment requires warehouse operators to implement a
security plan that “includes measures to protect grain handled
and stored” under the UGRSA. It also requires that grain
warehouse operators conduct a facility vulnerability assessment
that addresses the following four major components:
- General security of the physical structures and grounds of
the grain storage facility;
- Warehouse’s shipping and receiving procedures to ensure
grain is “not subject to tampering”;
- Specifying actions to be taken in the event of a “national
emergency”; and
- Emergency contact information for local security authorities.
CCC also has implemented security requirements that apply to
suppliers that provide commodities for use under various food
aid and donations programs.
