NGFA applauds introduction of VARIANCE Act to improve trucking efficiency for grain shipments

ARLINGTON, Va., June 18, 2025 – The National Grain and Feed Association (NGFA) today expressed strong support for the introduction of the bipartisan Vehicle Axle Redistribution Increases Allow New Capacities for Efficiency (VARIANCE) Act (S. 2108) in the U.S. Senate. Introduced by Senators Pete Ricketts (R-Neb.) and Adam Schiff (D-Calif.) the bill would amend federal law to allow a 10 percent axle weight variance for commercial motor vehicles hauling dry bulk goods, including grain and feed products. In the U.S. House of Representatives, the VARIANCE Act (H.R. 2920) was introduced on April 17 by Representatives Rick Crawford (R-Ark.) and Salud Carbahal (D-Calif.) and cosponsored by Morgan Luttrell (R-Tex.) and Josh Harder (D-Calif.). 

The legislation provides long-overdue flexibility to improve trucking efficiency, reduce transportation costs, and enhance the safe movement of essential agricultural commodities.

“The VARIANCE Act is a commonsense solution that helps address transportation bottlenecks in the grain and feed industry,” said NGFA President and CEO Mike Seyfert. “By allowing modest axle weight variances for dry bulk shipments, this legislation supports more efficient and sustainable supply chains while maintaining safety standards.”

NGFA urges swift congressional action on the bill to help ensure the reliable delivery of agricultural products nationwide.
