Evan Dean joins NGFA as vice president, government and legislative affairs
ARLINGTON, Va., July 7, 2026 – The National Grain and Feed Association (NGFA) today announced that Evan Dean has joined the association as vice president, government and legislative affairs, starting July 13. In this role, Dean will lead NGFA’s federal advocacy efforts and help advance the association’s policy priorities on behalf of the grain, feed, processing, and export industries.
Dean joins NGFA from the office of U.S. Representative Mike Flood (R-Neb.), where he most recently served as legislative director. In that role, he advised Congressman Flood on legislative strategy and policy matters and managed a portfolio covering agriculture, trade, energy, transportation, and telecommunications. He also supervised the legislative team and worked closely with congressional offices, federal agencies, industry stakeholders, and agricultural organizations to advance policy priorities.
Dean’s understanding of the grain and feed industry was shaped in part by his work representing Nebraska’s First Congressional District. As highlighted in NGFA’s Harvest Economy report, the industry supports more than 15,000 jobs and contributes nearly $5.5 billion in economic impact across the district.

His work on agriculture, trade, renewable fuels, and appropriations issues, combined with his ability to build relationships across government and industry, will strengthen NGFA’s advocacy efforts as we continue advancing policies that support the grain, feed, and processing industry.”
Prior to serving as legislative director, Dean was a legislative assistant for Congressman Flood, where he oversaw agriculture, trade, appropriations, energy, telecommunications, and natural resources policy. During his tenure, he helped advance sustainable aviation fuel initiatives, secured federal support for agricultural research priorities, and engaged extensively with agricultural stakeholders across Nebraska. A critical issue for NGFA’s members, Dean has also worked to advance local transportation priorities, improve access, and reduce barriers to moving goods across the county.
Before joining Congressman Flood’s office, Dean served as a legislative correspondent for Congressman Greg Pence (R-Ind.) and previously worked in the office of Senator Thom Tillis (R-N.C.).
Dean earned a bachelor’s degree in public policy leadership from the University of Mississippi, where he graduated magna cum laude.
